The son of William and Ellen Parker, of Don Street, St Helier. During the war he lived with his parents in Broad Street, St Helier.

Called 'Charlie', after completing training in Ireland and Aldershot he went to France with the Jersey Company in December 1915. Remained at the front through 1916 and into 1917, serving as a Lewis Gunner. Killed when a shell hit his dugout in March 1917 along with Rifleman Winter Garde. Subsequently, CSM Le Breton wrote to his parents:

'It is with great regret that I have to inform you of the death of your son, Rifleman C W Parker, who was killed in action today, death being instantaneous. He was buried in the English cemetery and our Chaplain read the service. He was killed with another of our Company, Rifleman Garde. Charlie was a good lad and a fine Lewis-Gunner. He was soon coming on leave, as soon as leave started. He was everybody's favourite and all are greatly grieved at the loss. You can rest assured that everything was done for him…'

Having already informed his parents that he was due on leave, his death was all the more tragic. For several days, his father went to the harbour expecting to see his son arrive on the boat from England, only to have expectations dashed by a letter announcing his son's death.
